– A human rights activist Abu Anthony emphasized that the federal government must urgently summon the political will to forge a lasting solution to the violence As Nigeria is still reeling from the Boko Haram insurgency and its numerous atrocities, the country plays host to another terrorist group as yet unrecognized. Fulani herdsmen, nomadic cattle grazers, have been named one of the deadliest terror groups in the world comparable to Boko Haram, ISIS, the Taliban and al-Shabaab.

The group has wreaked enough havoc to be acknowledged by the global community as the fourth deadliest terror group in the world. The “Fulani militants”, as they have come to be known, is made up of members of the Fulani or Fula ethnic group, a tribe of over 20 million people, 70 per cent of whom are nomadic grazers, who are native to at least seven West African countries.

The tension between Fulani herdsmen and farming communities has been in existence for many years, but has seen a dramatic escalation in recent times to include attacks, kidnappings and killings by the nomads.

Between 2010 and 2013 Fulani militants killed about 80 people in total, but by 2014 they had killed 1,229 people. Benue, Taraba, Nassarawa, Plateau, Kaduna and Katsina states have been the worst hit of late having suffered devastating attacks by the Fulani herdsmen with a heavy toll in human lives and property.

The attacks

Fulani herdsmen brutally kill natives of invaded farming communities including women and children in various states across the country. They are armed with sophisticated weapons and usually attack their target communities at a time they are most vulnerable such as at midnight or on Sundays when they are in church, killing people indiscriminately and burning houses and looting properties.

Most worrisome is the brutality and impunity with which the assailants operate without regard for the law and the sanctity of life.

The Nigerian police and even the military seem powerless to defend the victims from being mercilessly slaughtered in their homes.

The nomadic militants dominate the middle belt region. The Global Terrorism Index of 2015 states that over 90 per cent of the attacks carried out by the group are on private citizens, accounting for 81 per cent of deaths in the area. And these attacks have mainly been through armed assaults, killing an average of 11 people per attack.

According to a report published by SMB Intelligence, over 2,000 people have been killed in conflicts between the herdsmen and different host communities in 2015 alone.

. In comparison, the Boko Haram insurgency that has attracted the attention of the Nigerian government and the global community kills 2,500 people annually, the report states.

In 2000 Fulani herdsmen and farmers had a major clash in Oke-Ogun area of Oyo state, which led to a visit by a delegation from the Arewa Consultative Forum (ACF) to the office of the then governor, the late Lam Adesina.

Before the report, the largest attack was when the group killed over 200 people: community leaders and residents who were meeting in a remote village in Zamfara state, Nigeria.

But their recent activities have surpassed this. Recently, no fewer than 300 people were killed following a series of attacks launched by Fulani herdsmen in Benue state.

According to reports, several villages were razed by fire, with the decomposing remains of people lying in sight. The number of internally displaced persons is also on the rise in these communities as people desert their homes for neighbouring towns.

Recently some local government areas in Benue state were savagely attacked by suspected Fulani herdsmen who killed hundreds of people, torched houses, sacked some communities and occupied them. For instance in Ghajimba, the capital of Guma LGA, 25 farmers were massacred.

On Monday, April 25, herdsmen stormed communities in Enugu state and killed mostly women and children.

The unfortunate situation It is unfortunate that this level of criminal impunity is happening in a sovereign nation with a constitution which declares that the security and welfare of the citizens shall be a major responsibility of the state. Perhaps we need to ask why the police and the military are incapable of protecting the farmers from violent attacks by Fulani herdsmen.

Is it true that the Fulani militia is better armed and sometimes outnumbers the police? Why is it difficult for the federal government to contain the terror of the Fulani militia? Who are those arming the Fulani cattle rearers to unleash mayhem on innocent and defenceless Nigerians?

This review contains spoilers. 2.17 Flash Back For a show that's had the possibility of time travel in its back pocket for as long as The Flash has, it's astonishing that the device hasn't been used to mess around with the narrative too much so far. It's used sparingly, for one, and up until now the show has taken pains to ensure that Barry can only really time travel by accident, and even then only with a myriad of unforeseen consequences. Flash Back marks a departure from that, with Barry going back in time for his own purposes and more or less getting everything right. Yes, almost everything goes wrong while he's there, but he travels back to the right place and time and doesn't squash any butterflies during the hour. The only thing that appears to be altered is that Hartley is a good guy now, which is good because I enjoy the presence of Andy Mientus very much. Instead, the new threat introduced to deter the gang from using this trick whenever the heck they want is the Time Wraiths – scary looking Dementor things that attack those who abuse the time force. The set-up then, is that Barry wants to get faster and the only way this can happen is for him to learn from one of the two people who have succeeded in doing so. One is Zoom, who is currently on Earth 2 and also under the influence of V9, and the other is Eobard Thawne. So, Barry decides, he must travel back to 2015 and confront his old mentor, all without tipping off the STAR Labs team of the past that they're actually working for a homicidal monster. It's the sort of story The Flash is extremely good at telling, and has already told to some extent a couple of times this year, but there's something about actually going back to season one in the timeline that illustrates the changes to both Barry and the show so brilliantly. Something broke inside him when he found out Thawne's true identity, and that makes the episode following Jay's reveal the perfect time to do revisit that. We've seen the Thawne of the past come to present-day Central City, but not the other way around. Then there's Iris who, after starting to date her boss, is remembering the happy times with Eddie and feeling guilty about moving on. It's a small part of the episode, but lovely nonetheless. Barry acting as a loving brother to Iris is always going to be my preferred mode, and it was of course nice to see Eddie again. Once again the show takes utter joy in its own concept, having Barry fight himself immediately after he travels back, or with past- Cisco's reaction when he realises what's going on. The most satisfying thing about the episode, though, is watching present-day Barry interact with past Wells, looking into the eyes of his enemy before his enemy has even betrayed him. It's great. It's tempting to think that Barry has been relatively static in his heroic optimism, but Grant Gustin was terrific as the two versions of the character, one immediately recognisable as himself in 2015, and the other not faltering from our experience of him in season two. But they were still noticeably different, which shows how much last year really did affect him and how the show has committed to that idea. He's no Oliver Queen, but he's still not the happy-go-lucky he was just a few months ago. Flash Back was one of those 'sweet spot' episodes of the show, playing with time for big dramatic, emotional effect. Barry may have succeeded in not altering his present-day reality too much, but the first-hand reminder of Wells' treachery will likely just spur him on to take down Zoom as quickly and cleanly as possible.

THE Joint Admission and Matriculation Board, JAMB, has disclosed that the cut-off marks for universities and polytechnics will be made public in June, 2016...

Its Public Relations Officer, Dr Fabian Benjamin in a telephone conversation with Vanguard said: “JAMB will officially publish the 2016 Unified Tertiary Matriculation Examination (UTME), cut-off marks for universities and polytechnics in June.”

He urged candidates of the 2016 UTME to ignore the cut-off marks from some websites and social media, stating that those cut-off marks were just the imagination of people.

You would recall that many websites over the past weeks had published that JAMB’s cut-off marks for university and polytechnic are 180 and 150 respectively.

Candidates seeking admission Having gone through the rigour of UTME examinations in the past weeks, candidates seeking admission in universities, polytechnics and colleges of education are expecting JAMB cut-off marks which will give candidates next line of action.

For any student to participate in post-UTME of the institutions of first and second choice, such candidate must beat JAMB 2016 cut-off mark, institution's of first choice cut-off mark, and departmental cut-off mark. To JAMB, the cut-off point for university and polytechnics are determined every year by the candidates’ over all performance. Apart from JAMB setting entrance cut-off points for university and polytechnic applicants, each institution, also has its cut-off point for students seeking admission in the school.

In most cases, even when a student meets the cut- off mark of the institution, admission is not guaranteed if he does not meet the cut-off mark of the chosen course. Vanguard investigation revealed that all these measures were put in place by universities to reduce the numbers of students seeking admission, especially where many students make the institution their first choice. Thus, most times, when JAMB gives cut-off mark as 160 or 180 to universities, universities like the University of Lagos (UNILAG), University of Ilorin (UNILORIN), University of Benin (UNIBEN), University of Ibadan (UI), Obafemi Awolowo University (OAU), University of Nigeria, Nsukka (UNN) and Federal University of Technology, Akure (FUTA) and others, give their institution’s cut-off marks. Such cut-off marks are usually higher than the JAMB cut-off marks. Besides, students aspiring to study courses like Medicine, Engineering, Law and Mass Communication in many universities, attract higher university and departmental cut-off marks.

For some Nigerian polytechnics, if JAMB fixes its cut- off mark at 150, institutions like Kwara State Polytechnic and Lagos State Polytechnic insist on 180 as cut-off points. The knowledge of the aforementioned will assist candidates to change institutions and courses of study before it’s too late.

Certificate of Recognition Meanwhile,the Executive Secretary, National Universities Commission had disclosed that 1.1 million students seeking admission into Nigerian universities will have their hope dashed, as only 400,000 out of the 1.5 million candidates that sat for the Unified Tertiary Matriculation Examination in 2016 will gain admission.

Okojie who spoke recently in Abuja while handing over the Certificate of Recognition for the new Edo State University, Iyanmo to Governor Adams Oshiomhole, solicits for more universities in Nigeria.

He said: “I am always happy when a new university comes on board; what that means is that we are expanding and we are opening up access.’’

He admitted that the number of candidates that sit for UTME organised by JAMB every year outnumbered the available spaces in Nigerian universities.

He said that the new universities were needed to boost access to higher education while making sure that quality was not compromised.
